"The Lord said to Moses, 'Come up to Me on the mountain and stay there so that I may give you the stone tablets with the law and commands I have written for their instruction.'"
Moses has already written down the words of the Lord on a scroll, but God wants to give His words to the Israelites in a more permanent form - engraved into stone. In the same way, Jesus knew paper and ink wouldn't be good enough for His Covenant. He gave His Spirit to engrave His Word on our hearts.
